MEMBER OF THE INDEPENDENT NEGOTIATION AND EVALUATION
Pursuant to Regulation 17 of the Public Service Commission (Performance Management) Regulations, 2021, the Public Service Commission invites qualified persons to apply for the
position of Member of the Independent Negotiation and Evaluation Committee for performance contracting.
The members of the Committee shall serve on part-time basis for a period not exceeding three years and may be reappointed for one further period not
exceeding three years based on satisfactory performance.

REQUIREMENTS FOR APPOINTMENT
A person shall be qualified to be appointed as a member of the Committee if that person:
a.possesses a minimum of a bachelor’s degree from a university recognised in Kenya;
b.has at least 15 years’ professional experience in a relevant field;
c.has served in a top management position relevant field for at least 5 years;
d.has knowledge of national development goals;
e.has experience in performance management; and
f.satisfies the requirements of Chapter Six of the Constitution.
DUTIES AND RESPONSIBILITIES
The Committee shall be responsible for—
a) negotiating performance contracts with public bodies;
b) ensuring that the performance targets of public bodies and indicators are aligned to the strategic plan;
c) ensuring that performance targets of public bodies are aligned to the performance indicators provided in the strategic plan;
d) ensuring that the public bodies’ indicators are aligned to results that are citizen-focussed;
e) undertaking mid-year performance reviews of public bodies; and
f) evaluating the performance of public bodies.
g) monitoring news coverage and tracking public perceptions of Government policies and initiatives;
h) collaborating with other Government agencies and departments to coordinate
messaging and ensure consistent communication; and
i) advising Government officials and decision-makers on public relations and media strategies.
