Getting a Teachers Service Commission (TSC) promotion is a great dream for all teachers. Such promotions come with a salary increase, however, little it may be.

TSC released promotion results for over 33,000 teachers who attended promotion interviews in 2020 and 2021. The promotions are for about 16,000 successful teachers.

Among the promoted are teachers who will serve as Deputy Principal 1(T-Scale 13- D3), Deputy Principal II (T scale 12, D2), Senior Lecturer 1 (T-scale 12, D2), Deputy Principal Ill (T-Scale 11-D1), Curriculum Support Officers (T-scale 10-c5), Head teachers(T-scale 10, C5), Senior Master IV( T-scale 9 C4), Deputy Head Teachers I (T scale 9-C4), Senior Lecturer IV (T-scale 9-C4) and teachers in senior Master I (T Scale 9- C4) job groups.

Others promoted include head teachers and deputy head teachers lI, Secondary Teacher I and Il working under the Career Progression Guidelines(CPG), and those in the Arid and Semi-Arid Lands (ASAL).

A sum of 2,111 teachers has been promoted to Head Teachers at T-Scale 10 (C5) and whose monthly earning has been increased since March 2021.

How fast you get your interview results and promotion letter varies from County to County.

While most Counties have produced the lists of promoted teachers and made them public, in some counties this is a deeply safeguarded secret.

TSC has additionally revealed the principles used in promoting over 16,000 teachers this year.

The 1,096 Deputy Principals lI T-Scale 12 (D2) will get increased perks. The teachers will take home a monthly payment of Sh91,041 which comes with an increased monthly Commuter allowance(to Sh13,000),monthly House Allowance(to Sh50,000),and annual Leave Allowance (to Sh10,000).

There is also the promoted 39 Senior Lecturers I T-Scale 12 (D2) who will get a monthly salary of Sh91,041.This comes with an increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance(to Sh10,000),and monthly House Allowance (to Sh50,000).

The promoted 1,590 Deputy Principals lI T-Scale 11 (D1) will receive a monthly pay of betweenSh77,840and Sh85,269.This will come with an increase in monthly Commuter allowance(to Sh12,000),Annual Leave Allowance (to Sh10,000), and monthly House Allowance(to Sh45,000)

The promoted 209 Curriculum Support Officers T-Scale 10 (C5) will receive a monthly pay of betweenSh62,272and Sh64,631.

This will come with an increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000), and monthly House Allowance(to Sh35,000).

The promoted 2,111 Head Teachers 10 (C5) will receive a monthly pay of between Sh62,272 andSh64,631. This will come with an increase in monthly Commuter allowance(to Sh8,000),Annual Leave Allowance (to Sh6,000), and monthly House Allowance (to Sh35,000).

The promoted 7,030 Senior Masters IV T-Scale 9 (C4) will receive a monthly pay of Sh52,308. This will come with an increase in monthly Commuter allowance(to Sh8,000),Annual Leave Allowance (to Sh6,000), and monthly House Allowance (to Sh28,000).

The promoted 1,765 Deputy Head Teachers II T-Scale 9 (C4) will equally receive a monthly pay of Sh52,308.

This will come with an increase in monthly Commuter allowance(to Sh8,000),Annual Leave Allowance(to Sh6,000),and monthly House Allowance(to Sh28,000).

Mass transfer looming

The promotions are most likely to result in the mass transfer of the teachers when the country normalises on the covid situation with Mrs Macharia warning teachers against falling victim to fraudsters  purporting to have the powers to influence the result of the TSC services and decisions.

The Teachers Service Commission (TSC) however suspended the delocalization of teachers due to the covid-19 situation in the country.

“We have ensured teachers remain stable at their workplaces by putting on hold on your transfers, and only those transfers that are forced on us by natural attrition or other factors will be effected.” Said Macharia.

She stated that TSC will only use the existing official communication channels. The promotions met tough opposition early this year as teachers complained that recruitment guidelines had discriminated against teachers in sub-county and county schools.

To qualify for the promotion that attracted 33,000 teachers,applicants must have served in former job groups for a minimum of 3 years.They were also required to be holders of Bachelor of Education or Bachelor of Science or Arts degree plus a graduate diploma in Education.

Masters degree holders were given the advantage of priority during the shortlisting. The commission also required that all applicants have satisfactory ratings in the performance appraisal and performance contracting process.

Kenya Union of Post Primary Education Teachers(KUPPET) Secretary-General Akelo Misori said the career progression guidelines (CPG) and the Teachers Professional Developments applied during interviews put much weight on the status of schools where the applicants serve and schools’ performance.

The guidelines considered the performance of the schools of the applicants.TSC has been promoting teachers based on CPG and the Teachers Professional Developments since 2017.

In the year 2020, 48,619 teachers in Job groups T-Scale 5 to T-scale were promoted. Another 6, 825 teachers from T-Scale 6 to T- scale 7 and a further 5,443 teachers from T-scale 7 to T-scale 8 were also promoted.

The promotion of teachers in line with the CPG has been a primary cause of the fight between TSC and the Kenya National Union of Teachers(Knut) Secretary-General Wilson Sossion whose deregistration as a teacher by TSC was upheld by a court this week.
