The Council of Governors, headed by Anne Waiguru as chairperson, has stated that they will investigate the issue of ECDE teachers’ salaries and develop a plan to resolve the present pay impasse.
Governors will collaborate with the Salaries and Remuneration Commission (SRC), according to Waiguru, to develop a competitive and reasonable pay scale for ECDE instructors.
SALARIES AND REMUNERATION COMMISSION (SRC) PROPOSALS
After carrying out a salary review for ECDE Certificate and Diploma teachers, the SRC said that the lowest cadre of ECDE teachers based in Nairobi (Cluster 1) should receive between Ksh 14,961 and Ksh 15,842.While those in Cluster 4 (other areas) should receive between Ksh 13,211 and Ksh 14,092.
SRC response, upon a request from county governments, it issued a clarification on January 13, 2023, reiterating its earlier position on the remuneration and benefits of ECDE teachers.
However, in their recommendations to all 47 governors, SRC proposed the lowest ECDE teachers (ECDE Teacher III, Certificate) be paid a minimum salary of KES 7,836 and a maximum of KES 8,717, while the highest ECDE teacher (Senior ECDE Teacher I, Diploma) should receive a minimum salary of KES 15,224 and a maximum of KES 19,090.
The counties of Vihiga, Homa Bay, Kisii, and West Pokot have already indicated that they will implement the SRC’s recommendations.
The Kenyan Union of Pre-Primary Education Teachers (KUNOPPET) called a press conference and opposed the SRC circular tending it controversial and demeaning ECDE teachers.
According to SRC circular, county governments have already published salaries and Allowances proposed early 2022 to pay ECDE teachers on permanent and pensionable terms.
